Cascale brings together expertise from across the globe to help develop sustainable solutions and support members on their sustainability journeys.

What a year it’s been. In one word, 2024 was a year of unity for Cascale amid landmark reinvention, trials, and recommitments to our mission. 


In the lead-up to our rebrand, we challenged ourselves to reflect deeply and think bigger about our ambitions for the consumer goods industry. In February, our London rebrand event marked a momentous occasion for celebrating Cascale’s future while remembering our origins, including the foundation we’ve uniquely set with the Higg Index.

We experienced raw moments on and off stage at landmark events like the Annual Meeting, Brand & Retailer Forum, Manufacturer Forum, and all in all, unified under a guiding mission of driving collective action at scale.

The year was not without its growing pains and challenges, however, and together we moved through the discomfort and uncertainty. 

 

In ways small and large, we challenged the norm and looked inward to reflect a new era of impact. None of this would be possible without our members, partners, and wider stakeholder network.

It’s been a nonstop year of accelerating impact, sharpening focus, and evolving our leadership and membership standards. We thank you for your commitment to Cascale amid a year of transition, and we look forward to an ever-stronger impact.

​Dear Cascale community, 


Last year marked a significant turning point. Our rebrand wasn’t just a new name — it signaled “A New Era of Unified Impact” and a clearer commitment to action. 


For over a decade, Cascale and its members have been hard at work transforming the practices of our industry. Last year was no exception. In 2024, we launched a number of Higg Index tool enhancements, while mapping the ongoing evolution in an exclusive partnership with Worldly. The Higg FEM verification program has been growing at a 20 percent YOY growth rate, with users completing 12,700 verifications at the close of 2024. Our Manufacturer Climate Action Program grew to 57 members and we announced the inaugural Industry Decarbonization Roadmap (IDR), with aid of Aii and Reset Carbon, and explored deep insights at the Annual Meeting in Munich (our biggest and boldest yet at over 600 attendees). 

In supporting decent work for all, we independently established the Social & Labor Convergence Program (SLCP), and strengthened our collaborations with BGMEA, Open Supply Hub, Better Buying, Fair Wear, among others.

We also published the Apparel Alliance: Supply Chain Taxonomy together with alliance partners and engaged with the International Apparel Federation (IAF) on the first-of-its-kind Manufacturer Interview Group project. As an endcap in December, we held The Brand & Retail Forum in Brussels and celebrated another pathfinding year under our Policy & Public Affairs team producing policy deep dives, regulation-aligned reports, webinars and key guidance. 

Something else shifted. In 2024, Cascale – as an impact-delivering organization – renewed its focus to put its attention where it counts. Our new strategic approach “Impact through focused action” emphasizes this theory of doing less to do more.

None of this would be possible without our membership, especially the guiding contributions of our manufacturer members.

With critical 2030 sustainability targets just five years away, incremental change isn’t enough. We must move faster and with greater focus. The clock is ticking, and the stakes are high.

Spotlight: MCAP

The Manufacturer Climate Action Program is a decarbonization program for manufacturers to facilitate the adoption of science-aligned targets.
  • 57 Manufacturers participated in 2024
  • Est. potential CO₂ reduction of 419,607.92 tCO₂e.

In Focus, the GIZ Solar Rooftop Program: 

  • 48 facilities completed Phase 1, including detailed facility questionnaires.
  • 26 facilities completed energy data collection and site visits.
  • 18 facilities completed the Calculation stage for technical optimization.
    18 facilities completed all phases of solar feasibility studies, explored investment models, and were connected with solar providers via Matchmaking.
  • 4 facilities completed the solar installation, with help from GIZ.

Impact Through Focused Action

Cascale is the global nonprofit alliance driving urgent, collective action across the consumer goods industry. Through a sharper strategic focus on Combating Climate Change and Supporting Decent Work for All, announced in September 2024, we’ve adopted a ‘do less to do more’ approach; prioritizing fewer, higher-impact initiatives that deliver measurable results.

At the heart of our work is the Higg Index, accessed by over 40,000 users worldwide. This data foundation empowers our members to track progress, meet regulatory demands, and scale action; whether that’s reducing supply chain emissions by 45% by 2030 or strengthening responsible sourcing practices across global value chains.

Cascale brings together manufacturers and suppliers, brands and retailers, policymakers, academics, and NGOs in a shared mission: to transform our industry for the betterment of people and the planet. Together, we’re not just setting targets: we’re building the tools, frameworks, and partnerships to help our members reach them.

  • Overview: The suite of five tools – Higg Product Module (Higg PM), Higg Materials Sustainability Index (Higg MSI), Higg Facility Environmental Module (Higg FEM), Higg Facility Social & Labor Module (Higg FSLM), and Higg Brand & Retail Module (Higg BRM) – assess and measure the social and environmental performance of the consumer goods value chain. 
  • 40,000+ Users: Most widely used standardized measurement framework within the apparel and footwear industry today.

  • Tool Enhancements: In 2024, the Higg Index underwent a major series of tool enhancements, designed to keep pace with its evolving mission.
  • Awards Honorees: Fast Company named Higg FEM 4.0 as a finalist in its 2024 World Changing Ideas Awards in the “Established Excellence” category. 
  • Verification: The Higg FEM verification program has been growing at a 20 percent YOY growth rate, completing 12,700 verifications at the close of 2024. Calendar year 2024 marked the first implementation of verification operations using the updated Higg FEM 2023 (Higg FEM 4.0) tool.

In 2024, Cascale’s role as a key partner for members dealing with global policy complexities was significantly strengthened, with key presence at flagship events and a seat at relevant policymaking tables.

Key Impact

  • Scope Expansion: A new Senior Manager for APAC joined, driving the regional strategy, and US Policy MET was launched fostering collaboration on US policy.
  • Global Policy Priorities: In light of elections around the world, Cascale has published a global Policy Priorities paper jointly developed with the PA Strategic Council.
  • Elevated Engagement: Launched in Nov. 2024, the Manufacturer Interview Group project (with IAF) involved detailed 12 manufacturer consultations to help amplify their voice in global policy discussions. 
  • Partnership with Key Stakeholders: A secondment with the EFRAG was secured, to leverage Cascale's expertise for  sustainability reporting standards.
  • A joint PA Vision Statement with SLCP amplified a collective policy voice. 
    Deepened Education: Members benefited from key resources, including a Newsletter; Global Legislative Updates; three legislative Deep Dives (CSRD, California Climate Laws, and IFRS), webinars, and more.

Together, Cascale and the The Social and Labor Convergence Program (SLCP) collectively champion a shared vision of reducing audit fatigue and promoting better labor conditions across the industry. Highlights in 2024 included advancing adoption of the Convergence Assessment Framework (CAF) across Cascale's membership and supporting members to understand the role of the CAF in the context of the HRDD legislation. 

  • In Feb. 2024, SLCP and Cascale completed the process of SLCP becoming independent, beginning a new strategic partnership:

“Furniture is a tough area when it comes to recycling it because there are just so many parts to it. We've made this sofa so that it can be easily recycled compared to regular sofas. Our suppliers came up with a clever design of a staple and glue-free frame.

That's quite uncommon with regular sofas. It's a lot of staples and glues which means that the wood at the end cannot be recycled.

 It's really important to speak to recyclers about what actually can be doable and what is actually recyclable. The better that we start designing circular products the easier it is to recycle it and then reuse that material back into products again.”

“Cellulose makes the skeleton of a tree so it gives the tensile strength properties, so that not only trees but actually all plants have some kind of stability. Cellulose is actually the most abundant organic polymer on earth, as it is a compound of all natural plants. 

By extracting the cellulose from this natural raw material and turning it into a technical fiber for textile and other applications, it will biodegrade by itself in a relatively small amount of time.”

  • Cascale is committed to driving a minimum 45 percent reduction of GHGs across the consumer goods value chain by 2030. We catalyze collective action to reduce GHG emissions in line with a 1.5°C scenario by addressing energy transitions, accelerating supply chain decarbonization, and aligning the industry around a unified definition of foundational environmental performance.
  • As part of our Decarbonization Program which launched in 2021, we require Brand & Retailer members to set Science-Based Targets (SBTs), with the aim of reducing carbon emissions.

SBTs in Action

  • Our members represent every link of the global value chain, including a wide variety of brands, retailers, manufacturers, sourcing agents, service providers, trade organizations, nonprofits, NGOs, and academic institutions. 
  • In 2024, new joiners represented a broad swath of the industry including, approximately, 13 new brand and retailer members, five new service providers, three new manufacturers, two new members from academia, and one new member under the trading agent, importer, and licensee category.

For over a decade, Cascale and its members have been hard at work setting the foundation.

We built the Higg Index tools, set ambitious goals, navigated complex regulations, and fostered industry collaboration.

Yet, despite these considerable efforts, progress has stalled. Decarbonization aims are behind schedule, foundational environmental performance remains inconsistent, fair purchasing practices are not the norm, and social audits are fragmented.

Path Forward

We weren’t founded to simply be good enough or to settle for incremental improvements. We’re not here to save face or to impress shareholders or spin a narrative. Cascale exists to lead meaningful, systemic change — change that matters to real people and the planet we share.

Motivated by a collective vision and an urgent sustainability leadership imperative, we trust that the industry can make the necessary shifts for a livable future.
